Order No. 785n and the digital organization of internal quality control

Order of the Russian Ministry of Health No. 785n of 31.07.2020 sets out requirements for organizing and conducting internal quality and safety control of medical activity. For a medical organization, the practical task is not only to have local documents but to have a working process: collecting information, carrying out scheduled and targeted reviews, recording results, analyzing causes, and monitoring corrective measures. Therefore, the organization of internal quality control must rely on reliable data and a traceable history of decisions.

A digital implementation of the requirements of Order No. 785n may include a criteria registry, loading documents from the HIS, automated checks, an expert workstation, and analytical reporting. It is important to define in advance the control objects, user roles, the procedure for confirming results, and the rules for retaining history. The mere use of AI does not replace local procedure or the manager's responsibility; technology helps make quality control under Order No. 785n more regular, comparable, and measurable.

CheckAIMed can be used as an analytical tool in this process. The system reviews submitted cases against the selected clinical guidelines, regulatory requirements, and internal regulations, shows the rationale for each signal, and generates consolidated reports. Based on the analytics, the quality service determines the topics for expert reviews and corrective measures. The specific configuration must be agreed with the medical organization's local acts; CheckAIMed is not confirmation of compliance with the order and does not cancel the required organizational procedures.

Important. No legal guarantees of compliance are given. If the regulatory act changes, this material will be updated while keeping the current page address. Text of Order No. 785n: publication.pravo.gov.ru. Date of the currency check: September 7, 2026.

Where to start with CheckAIMed in internal quality control

It is advisable to introduce CheckAIMed not as a separate document check, but as part of the existing internal quality and safety control of medical activity. Before launch, the medical organization defines the objects of control, the sources of criteria, the responsible specialists, and the procedure for expert confirmation of results. The system helps regularly analyze submitted cases against selected clinical guidelines, regulatory requirements, and the clinic's internal regulations.

You can start with an on-premises pilot: choose one department or area of medical care, agree on the list of documents and criteria, analyze a limited sample of cases, and review the results with physicians and the quality service. Based on the pilot, the organization identifies recurring themes, the procedure for corrective measures, and the scope of management analytics.

CheckAIMed generates analytical signals and summary reports. The expert assessment, the decision on whether a defect exists, and the choice of corrective actions are made by an authorized specialist of the medical organization. Using the system does not replace the local internal control procedure or the responsibility of the head of the organization.

  1. Define the goal and scope of the pilot: area of care, department, period, and document types.
  2. Agree on the analysis criteria: clinical guidelines, regulatory requirements, and the clinic's internal regulations.
  3. Appoint an expert who confirms the results and leads the case review.
  4. Upload the agreed set of documents and run the pilot analysis.
  5. Review the recurring themes and approve corrective measures, with a follow-up check of the trends.

Document templates for internal quality control under Order No. 785n

Both templates are based on Order No. 785n of 31.07.2020, by which the Ministry of Health of the Russian Federation approved the requirements for organizing and conducting internal quality and safety control of medical activity. The templates help prepare a local Regulation on the procedure for organizing and conducting internal quality and safety control of medical activity, and the order approving it. Before approval, the documents must be adapted to the profile, structure, processes, and local acts of your medical organization.
